MEETING??

ANNOUNCEMENT

Florida Police Chiefs Association
is holding its 2006 Midwinter Training Conference and Exposition
from January 8th - 11th, 2006,
at the Renaissance Resort at World Golf Village,
in St. Augustine, Florida

SHOULD DAVID SYRKUS BE ALLOWED TO ATTEND?

Remember to be clean and so forth.. Just stick to the question.. A LARGE majority of the Chiefs that attend this meeting are hard working men and women that EARNED the priviledge to be called CHIEF. So the question arises... Should the rank CHIEF be belittled by this sad excuse for a MAN! I personnally think that the Police Chief's association should remove DAVID SYRKUS from the roster and give him back whatever money he has paid to be a member. By allowing him in they hurt the reputation they have worked hard for and have earned.

Hey, that's a pretty nice resort. I went to a friends wedding there and it's first class. Hell no Syrkus shouldn't be able to attend! The other chiefs don't want him there anyway, he's an embarrassment to the badge.

Do you speak for all the other Police Chiefs in the State of Florida, or do you just speak for the whining losers of West Melbourne Golfbaby? I can't imagine a Police Chief wasting his or her time talking trash about another Chief on the internet. Talk is cheap... as you've so aptly demonstrated.

Whatever Melbourne Beach Resident. Did you think of that all by yourself or did Davie Boy help you with this? The reason I ask is because you mentioned "whining losers of West Melbourne." I don't believe anyone said anything about West Melbourne. You do know what happened in West Melbourne don't you? One of the officers turned Davie Boy down for a job and decided to go with West Mel and that really pissed Davie boy off and he then proceeded to try to ruin yet another officers career. But you know all about that right DAVIE Boy? Now, try to focus on the subject. Read the thread, it asked for an opinion from people as to whether or not you should go to the Police Chiefs Conference but staying true to form you have to try to steer the conversation in another direction. Good try but not good enough. Furthermore, I am speaking for the Chiefs who carry the badge with dignity and honor. Unlike you. I speak for the ones who know what you are like. Oh, one more thing, It's "Ms Golfbaby" to you.

The town is too small to warrant that type of expense. And I'm not saying it solely in reference to Syrkus. No police chief from Melbourne Beach should be sent to such a function. The fact that the town is so small and has such a low crime rate should be considered a major benefit for anyone who holds the police chief job. No need to send a public servant on a free vacation at my expense.

I think you may be wrong there mbl, did you forget about FDLE? They can. And besides that, I for one am waiting to see if he has the nerve to go there when HE knows very well that the other chiefs do not want him there. I'm embarrassed for him. And no I don't speak for all of them but I do know how a lot of them feel. And you will to real soon. Furthermore, your little town is a great one and you guys shouldn't have to deal with this current stigma that is infesting your town's good name. It's only a few there that are fighting for this criminal you unfortunatly have for a chief. Don't be mad at us, we're just being good citizens. You'll thank us later. Or maybe not. Who knows.

I have to agree. The amount of work that a Police Chief from Melbourne Beach has to perform is minimal compared to the work in the larger towns and cities across Florida. In those cities, areas the size of Melbourne Beach constitute just one of a dozen neighborhoods that fall under the responsibility of the same Police Chief.

Add to that our isolation provided by being out on the beaches, and the relatively uniform level of affluence throughout the whole town. This makes our Police Chief position a cakewalk, in comparison, and that's a big benefit to whomever holds that job.

Let's put the money to better use.

If you can't give names at least give us a time frame and hints on where to get the rest of the public information you talk about. Who is LC? Give us a first name please.

Could be Lisa, Lori, Linda, anyone of these. It's not the first name that will give you the "ah ha" it's the last name. Can't give it out since this person is one of the innocent ones that got caught in you-know-who's fishing net. As far as where to look at davie boy, try his employment file, although pat burke will charge you 300.00 for it. She's got her nose so far up davids holster she actually charged because she had to do some work,and well as we all heard on the news, "THIS IS A WITCH HUNT." Start there, and watch channel 9's Josh Wilson soon. We'll give you the heads up when david will make his star studded appearance.
Another good place to look is in his Internal Revenue file. See if he paid taxes on the rent he charged when he owned that house down south, you know, the one where he quit claimed it out from under his ex-wife and sold it and kept the money and.............

HAS ANYONE NOTICED THE COUNTER ON THIS BLOG. IT IS GOING UP SO FAST, WE MAY RUN OUT OF NUMBERS SOON. I NEVER THOUGHT THAT THE E MAIL I SENT OUT TO A DOZEN OF MY FRIENDS WITH THIS WEB ADDRESS WOULD GET SO MANY LOOKERS. BUT THEN I DID ASK THEM ALL TO PASS IT ON TO ANOTHER DOZEN OF THEIR FRIENDS. LOOKS LIKE THE WORD HAS GOTTEN ALL OVER THE COUNTY.

Does anyone know whether or not davie boy came to his senses and cancelled his reservation for the cheif's conference? Do you really think he will be tacky enough to go, knowing very well he's not wanted there? I have a feeling that 2006 will not be his best year.

Anonymous, are you serious? First of all, gueglietta is an idiot. He didn't even know that her license is on hold, ie. suspended. Now I ask you, if her license is suspended (on hold) wouldn't it stand to reason that someone who knows their ass from a hole in the wall knows she did something wrong. She (allegedly) knowingly notorized forged documents. Gueglietta didn't investigate anything. Nice try. I mean steering the conversation in a different direction. Again, focus on the thread. Do you think David Syrkus should be able to go to the Chief's conference?


To Strange Melbourne Beach,
All you have to do is use your common sense and read the correct "bloddy blog." You obviously are reading the one where the chief of your "New Home Town" David Syrkus and his little freaks are attacking Walters to take the spotlight off of him.
A little history about Walters; he has been in your little town longer than most of the people in the town. He's outspoken and when he's right he's right and no person is going to change his mind because He's right. If he's wrong he'll listen to reason. Now, your little town has acumulated a new group of trouble makers and they want Walters out of there because he won't put up with their crap and won't let them get away with anything. Since you are a new comer to the scene let me give you a word of advice, choose your friends carefully. And if you want good journalism, watch channel 9 when they put the cuffs on Syrcus. Happy New Year!

No he has not canceled. After a long vacation ending this week he will attend the conference. It is a tough job even if he isn't doing it.

I am not sure if he should attend or not? He will be leaving this year so the Town will not benefit from his so called learning experience.

On the other hand I guess he has the right to say goodbye.

Whoever you are "givemeahome", it is NOT your job to hire or fire the Chief. If you are running for office, you better understand the Town Charter that you will swear to uphold. Nice try tho, makes you sound like someone with "power". If you are elected, we hope you do not abuse your office and power like other have.

Addison; why do you say the comments are pointless? We are only having a discussion at this point. When FDLE is finished with their investigation then the comments won't be so pointless as you say. We've already collected the evidence and spelled it out pretty much, as much as we're able to do. At the request of the investigators we have to be a little conservative about what we do say. Also, we already established that Melbourne Beach has a good government system in place they just need to get rid of the few people who get so carried away with thier role in your little town's government that they make the town meetings almost halarious to attend which, isn't the way it's supposed to be and in my opinion, is counter productive. You have Walters who is a true asset to you guys but does he get the respect that he deserves for doing his job. NO! The people that cause the most problems like Sad Sue and her little click have no business even opening their mouths because all that comes out are negative comments. Is this too personal? As a tax payer, I believe that the elected officials shouldn't have to dodge the trouble makers and should be able to do their jobs without worry. Is that too much to ask for? 15 days and counting.

As for David going to the conference, I guess he, staying true to form, will be cashing in on the free food for the last time. He should be ashamed of himself because as stated earlier, it's not like he's going to be around long enough to share what he learned therefore being a big waste of time and money. I'm glad I'm not paying for it.

Integrity and Accountability Not Required

I believe Melbourne Beach Town Manager W. D. Higginbotham Jr. had two options: resign or be fired as he was in Gainesville. In Melbourne Beach the discovery of W.D.'s illegal transferring of more than $65,000.00 from a reserve fund to cover his other expenditures was only part of the manager's troubles. W.D. fired a contractual employee for making a public records request of Chief Syrkus' personnel file claiming this request created "a hostile work environment." W.D. who hired Chief Syrkus, has failed to place Syrkus on administrative leave, even though FDLE continues their felony investigation on Syrkus and Town Clerk Patricia Burke. This leaves our town in a position of liability. W.D. has also failed to act regarding a complaint stating Syrkus purchased a fraudulent degree (documented) which he used to obtain employment with the Town of Melbourne Beach.

Next we have Town Clerk Patricia Burke, recommended for her position by Syrkus. These two have a prior working relationship and are both named in the felony investigation request sent to Governor Bush by their previous employer (Melbourne Village). Burke, a new hire and still on probation, recently had her notary seal suspended by the notary commission and has failed to maintain the Town's Website as her position requires. Why hasn't W.D. recommended Burke's termination?

With W.D. as our Town Manager, one half of our police force has resigned in the last 18 months. Was it good management practice when W.D. hired another employee recommended by Syrkus? This employee hired to go door to door delivering fliers in our town was on criminal probation and has an extensive arrest history including felony drug possession, burglary, and trespassing, but W.D. paid this individual to walk our town door to door.

Now former Melbourne Beach Town Manager Nancy Ciummo, whose contract was not renewed as manager and then subsequently fired by 4 to 1 vote (2001) has been fired or forced to resign from other Town Manager positions yet is slated to fill the vacancy left by W.D. Commissioner Donnie Price talks about harmony, his vote on this appointment will tell us all we need to know.

Golf,again I tell you, chief Dave and walters are two differnt issues. Walters has and does abuse his position as in the past police chief and now as a commissioner to benifit himself. he has created the people of melbourne beach out of way more money then dave syrkus ever caused your town.Walters is a high school drop out who backstabed and kinived his way to chief. he certinly did not deserve it (in my opinion) just as you say srykus should not bechief, walters was the same way. so let get rid of them both and then let TMV hire Dean darling as detective and then you all can figure out the bird homicide. i have been silent for a wile but forgot my password

Well Anonymous, I'm sorry you forgot your password yet again but you seem to be missing the point here. Bottom line, Walters hasn't broken any laws that we know of while Syrkus has not only broken several of them but also he has tried to ruin the lives of people that either don't/didn't kiss his ass or didn't agree with one of his stupid schemes. Now I ask you, what is your beef with DD? What has he done to you? Is it the gossip you've heard? He has a real degree, he is an ethical person from what I can see and he is looking after the town that he lives and pays taxes in. Where's the problem. If no laws were broken by Jyrkus we wouldn't be here. I've said it before and I'll say it again, David lives in a big'ol glass house and just happened to throw a rock at someone who doesn't. He is the type of person, Syrkus, who should walk through this life very quietly as to not bring attention to himselp. Let's not forget his poor ex-wife. She is a very quiet, sweet person trying to raise a daughter the best she can with what she has and Syrkus saw what that was and still cheated her out of thousands. Nice guy right?
Hope he enjoys the food at the police chiefs conference, I hear the food isn't so good in PRISON.

By the way, two more weeks.

Walters and syrcus are two different issues. walters actually earned his degree, syrcus bought his, walters never committed a felony to cheat an x-wife syrcus did. Walters got good evaluations sycrus was suspended from duty how many times? walters made sure he didn't steal money from the town, Mayor St. johns wrote up syrcus for stealing. I could go on and on. They are two different people for sure. one is honest one is not!

Integrity of police officers starts at the top

The integrity of police officers may be shaped more by a department's culture and clearly defined policies than by an agency's ability to hire the "right" people, according to a national study.

Researchers with the National Institute of Justice found that cooperation among officers on the street is essential in detecting breaches in integrity. But officers are often reluctant to report misconduct because of concern for a fellow officer's welfare, the study showed.

A department's reaction to reports of misconduct goes a long way toward creating an environment of integrity, according to researchers.

"Officers learn to evaluate the seriousness of various types of misconduct by observing their department's behavior in detecting and disciplining it," the report reads.

Local police leaders agreed with the study.

St. Louis police Chief Joseph Mokwa said his department acts swiftly and consistently to serious misconduct to send a signal to his officers and the community.

"How you handle discipline is the most important way to communicate your priorities," Mokwa said.

On Dec. 21, in fact, Mokwa suspended a detective, pending further investigation, who allegedly used the threat of a shock from a stun gun to try to get a reluctant suspect to provide his name. The suspect did not report the incident, but a police lieutenant who reportedly witnessed the event did.

St. Louis County Police Chief Jerry Lee said a department's integrity is critical to performing its daily duties.

"If the people we serve don't trust us, we won't be able to complete our mission," Lee said.

Researchers developed the study as a way to measure the integrity rather than corruption in police departments - a task that has proven difficult for academics over the years. The U.S. Department of Justice paid for the study with a federal grant.

According to Webster's II New Riverside University Dictionary, ethical behavior is defined as "behavior conforming to accepted principles of right and wrong that govern the conduct of a profession."

The ethical oath was introduced at the beginning of 2001.

The oath reads as follows:
